Your own Warcraft II game files, plus a Mac or PC with Wargus tooling to produce the complete data.Wargus folder. Copy that folder after installing the signed app. The free IPA contains no game data and does not grant rights to Blizzard content.

What you can use today
Developer preview for iPadOS 16+. The GitHub prerelease provides an unsigned IPA with no Warcraft II data. Sign and install it yourself; compiling the app is optional. On a Mac or PC, use Wargus to extract your own game data, then copy the complete data.Wargus folder to On My iPad/PeonPad/data.Wargus. There is no in-app content importer, App Store release or TestFlight.
